Arizona Health Care Update


This week the Arizona Department of Insurance published county-specific rate information before open enrollment. With these new rates come a window of optimism in the Arizona health insurance market that has suffered from the constraints of the Affordable Care Act. 

In 2017, most counties only had one insurer offering plans on the ACA exchange. Beginning in 2019, Arizona will have five insurers participating in the ACA exchange across the state. Four of these insurers will be offering plans in Maricopa County and three will be offering plans in Pima County - both counties that had only one insurer in 2017.

As the Arizona Department of Insurance publishes 2019 health insurance rates, I also wanted to share a joint op-ed I released with my colleague Representative Webster. 

The Op-Ed introduces a plan for a Federal Invisible Risk Sharing Program, and gives a reminder of the less then desirable outcome that the ACA imposed on insurers and patients.

The legislative proposal explains how Congress can address the issue of unaffordable health care and gives insurers the ability to recoup the extraordinary costs of their highest cost patients. This will help to ensure individuals have access to affordable health insurance at the lowest possible rates, whether they have a pre-existing condition or not.
